The attendee sees the meeting as starting at 3:00 P.M. Pacific time to an attendee in the United States Mountain time zone. Without much more information it would be difficult to get a good theory going. Sounds like someone has a setting configured incorrectly. If I (EST) send an appointment to someone in Pacific Time then their client I believe will accept it but modify the time to reflect their timezone.
